The Medal for Exceptional Merit is an honour presented by the Lieutenant Governor of Québec to an individual — whether a citizen, professional, volunteer, young person, or senior — or to an organization, such as a community group, educational institution, or other body, that has distinguished itself in a remarkable way through its commitment, positive influence, or exceptional contribution within its community or at the national level.

It aims to:

  • recognize exceptional actions, remarkable achievements, or sustained commitment for the benefit of the community;
  • highlight the leadership, generosity, courage, or exemplary character of an individual or group;
  • celebrate initiatives or journeys that have a meaningful social or humanitarian impact;
  • promote reconciliation, support education, or contribute to environmental protection through an exemplary and far-reaching commitment to the community.

This distinction is also intended as a mark of encouragement, inspiring recipients to continue their commitment and to keep inspiring those around them.

This "gold" medal is distinguished by a clean and evocative design, showcasing emblematic symbols of Québec that reflect both its history, its culture, and its institutional role.

The obverse of the medal features, at its centre, the coat of arms of Québec — a powerful emblem of its history and identity. Its border bears the name and title of the Lieutenant Governor in office, grounding this distinction in the institutional continuity it embodies.

On the reverse, the flag of Québec is proudly displayed, symbolizing an attachment to Québec's values, culture, and pride.

Distinctive Features and Award Criteria

The Medal for Exceptional Merit ranks among the highest civic distinctions that may be conferred by the Lieutenant Governor of Québec. Rare and prestigious, it differs from medals recognizing volunteer commitment or youth, which are awarded through open public nomination programs.

Presented without an annual quota and never automatically, this distinction is subject to a particularly rigorous selection process. Nominations are generally initiated by the Lieutenant Governor herself or recommended following an in-depth evaluation.

It may be conferred at any time of year, including in the context of a private ceremony, a special event, or an official visit.
